Fourteen states have sued the Environmental Protection Agency, saying smog regulations issued in March watered-down standards for ground-level ozone and air pollution. The states — New York, California, Connecticut, Delaware, Illinois, Massachusetts, Maryland, Maine, New Hampshire, New Jersey, New Mexico, Oregon, Pennsylvania and Rhode Island — were joined by New York City and the District of Columbia.
