The Senate approved cloture on the deal to reopen the government and extend the debt limit through early next year by 83-16 Wednesday night in the first of two vote leading to final passage to send the measure over to the House, where both Democrats and Republicans say a bipartisan effort will approve the legislation and send it President Barack Obama for approval.
